IMPORTANT UPDATE: Discontinuation of PIO to OCI Conversion Facility

All PIO Cardholders are hereby informed that with effect from 01 January 2026, the PIO card to OCI card conversion facility has been discontinued. PIO Cardholders who wish to obtain an OCI card are now advised to submit a fresh OCI application in accordance with prevailing guidelines.

Overview

Overseas Citizen of India Card is a Multiple Entry Life-long Visa which allows the holder unlimited travel and stay in India. There are, however, certain restrictions depending on the nature of the activity to be undertaken. The OCI Card is valid only when presented along with a valid foreign passport whose details are updated online on the OCI portal.

Eligibility for an OCI card

A foreign national is eligible to apply for an OCI card if he/she:

  • Was a citizen of India on or at any time after the commencement of the Constitution of India (i.e. 26th January, 1950); or
  • Belonged to a territory that became part of India after 15.08.1947; or
  • Who is a child or a grandchild or a great grandchild of such a citizen mentioned above; or
  • A person who is a minor child of a person mentioned above; or
  • A person who is a minor child and whose both parents are citizens of India or one of the parents is a citizen of India; or
  • Spouse of foreign origin of a citizen of India or spouse of foreign origin of an Overseas Citizen of India cardholder registered under section 7A and whose marriage has been registered and subsisting for a continuous period of not less than two years immediately preceding the presentation of the application under this section. Such applicants have to submit the OCI Card application along with a 'sworn affidavit'. Both the applicant and the Indian origin spouse (either Indian citizen or an OCI cardholder) must present themselves at the Consulate at the time of submitting the application, along with the Indian passport or OCI card along with related foreign passport of the spouse.
  • The Government of India has approved registration of applicants/descendants up to 6th Generation of the original Indian immigrant who arrived in Reunion Island from India.

You are not eligible to apply for an OCI card in the following cases:

  • An applicant who is or ever was a citizen of Pakistan or Bangladesh or any other such country as notified by the Government of India. This also applies to applicants whose either parent, grand parent(s) or great grand parent(s) is or had ever been a citizen of Pakistan or Bangladesh or any other such country as notified by the Government of India.
  • Foreign Defence/Military/Police/ex-Defence personnel and the persons working with security agencies are not eligible for OCI card

Instructions For Registration – Fresh OCI Card

  • The applicant must fill the application form online on the OCI Services portal: ociservices.gov.in/onlineOCI
  • Upload all the requisite documents (along with English translations by a certified/sworn translator), photograph and signature (in case of minors who cannot sign, left hand thumb impression should be uploaded. Parents signature should not be uploaded on the portal). All documents issued by the French authorities are required to be apostilled and translated to English before final submission.
  • After submitting the application online including documents, photograph and signature, the application must then be printed and submitted in one set along with the original and photocopies of documents (French documents apostilled and English translation by a certified/sworn translator) at the Consulate on working days from Monday to Friday (only in the forenoon between 0930hrs to 1230 hrs – except on Consulate holidays) for verification.
  • The application along with original documents may be submitted to the Indian Embassy/High Commission/Consulate having jurisdiction over the country of which the applicant is a citizen or if he/she is not living in the country of his/her citizenship, please submit the application and original documents at the Indian Embassy/High Commission/Consulate having jurisdiction over the country of which the applicant is ordinarily a resident. In case the applicant is ordinarily resident in India, the originals of the documents will have to be submitted to the FRRO concerned.
    Note: The phrase 'ordinarily resident' would apply to a person staying in India or a particular foreign country for a continuous period of 06 months. The provision of minimum stay of six months shall not apply to children of Indian nationals or OCI cardholders up to the age of 12 years applying for an OCI card.
  • During the verification, if any deficiency in the application/uploaded documents/photograph/signature is found, we shall inform the applicant via email and telephone. After receipt of all the required documents, the application shall be processed. Payment for new OCI Cards have to be made only when the applicant is called to do so after initial processing at the Consulate. Payment for re-issue of OCI card has to be made at the time of submission of application. Applicants have to personally visit the Consulate to submit the applications. Biometric data of the applicant will be collected at the same time.
  • It is requested that the payment receipt be kept safely in the custody of the applicant as it will be required to be presented at the Consulate for collection of the OCI Card.
  • In case you are not able to visit the Consulate for collection of your OCI card, please authorise someone to collect it on your behalf. For this, the applicant is required to send an email to cons2.reunion@mea.gov.in from the email ID registered with the OCI application. In the e-mail, please authorise the concerned person to collect your OCI Card and share his/her ID card (scanned copy). He/She will be required to bring the ID card at the time of collection.
  • Once the OCI application is granted by the Consulate and printed card received from India, the applicant will be informed by e-mail and call to collect the same on working days from Monday to Friday (only between 1500hrs to 1700 hrs – except on Consulate holidays). Along with their OCI Cards, the applicants are requested to collect the original documents that were submitted with the applications.

Kindly note: An OCI card is issued normally within 30-45 days after payment. However, in the cases referred to other Indian authorities, OCI applications are processed on receipt of clearance from the concerned authority and may take additional processing time.

Documents required for fresh OCI Card:

  • Print of duly filled-in and original signed application form (form to be filled online only)
  • Original Passport(s) (original + copy of data page) – All Passports in case the applicant holds other nationalities
  • Livret de famille (original + copy)
  • Applicant’s birth certificate and birth certificate of his/her parents, grand-parents, great grand-parents that would establish his/her lineage up to the Indian person on whose basis Indian origin is claimed by the applicant. In the cases of descendants of indentured labourers who came of Reunion Island from India, considering the difficulty in obtaining birth certificate of the original Indian immigrant, only such applicants may submit Death Certificate or Marriage Certificate clearly mentioning the Indian origin of the 1st generation Indian and linking it to the subsequent generations.
  • In cases of descendants of Indian traders who came to Reunion Island, either the original Indian passport of the first generation Indian or apostilled and translated copies of their official records in the Municipality/Archives Department, for example tax records, service-book etc. shall be submitted by the applicants to clearly establish their Indian lineage.
  • In case the applicant acquired French nationality and is applying for an OCI Card, Naturalisation Certificate (certificat de nationalite francaise-) (original + English translation+copy), and Certificate of Renunciation of Indian Citizenship along with Surrender Certificate for Indian Passport should be submitted.
  • Two recent colour photographs with light colored background (51mm x 51mm)
  • For foreign origin spouse of an Indian citizen or an OCI cardholder, along with relevant documents listed above, applicants are required to submit their own Birth Certificate apostilled and translated to English. Additionally, either birth certificates apostilled and translated to English or any other identity document issued by a government authority proving their country of origin and linking them to subsequent generations may be provided.
  • Additional documents, if required, shall have to be submitted on demand by the consular staff.

Miscellaneous OCI Services:

Miscellaneous OCI Card services may be availed in the below cases:

  • Re-issue of OCI Card: Once after attaining the age of 20 years, an OCI cardholder should request for a new OCI card as soon as his/her passport is changed.
  • Till the age of 20 and between the ages of 20 and 50 years, OCI cardholders may avail gratis miscellaneous service each time their passports are changed. This service will be gratis only for the first three months from the date of issue of the new passport. After the period of three months, this service will be charged.
  • In case of loss or damage of OCI card.
  • OCI card for a foreign origin spouse will be issued initially for a period of 5 years. Such OCI cardholders will have to apply for re-issue along with proof of their marriage subsisting with the same Indian citizen or OCI cardholder on whose basis OCI card was requested initally.

Documents required for Miscellaneous OCI Services:

  • Print out of application filled and submitted online on the OCI Services portal: https://ociservices.gov.in/onlineOCI/
  • French Passport (original + copy of data page)
  • Current OCI Card and self-attested copy (first and last page)
  • Applicant may have to provide additional documents, if required

Some cases of additional documents:

  • If the applicant has changed the address: A proof of address (eg. Recent utility bill)
  • If the applicant has changed the name: Documents justifying the change of name
  • In case of change of Passport Number: Originals and copies of both old and new Passports
  • In case the applicant has lost the current OCI Card: The original Police report, its English translation and a copy of lost OCI Card (if available)

Applicants are advised to ensure accuracy of details entered in the Online form as they will be printed on the OCI cards of the applicants. Consulate cannot be held responsible for any errors in the OCI card resulting from mistakes in the application form submitted by the applicant.

Notice regarding Overseas Citizenship of India (OCI) Card

This is to inform that from 31st May 2023 plurilingual Birth certificates, Marriage certificates and Death certificates, etc. will not be accepted for OCI registrations. Only the documents which are translated into English from the original French version will be accepted.
